The security agreement under which U.S. forces operate in support of Iraqi security expires December 31, 2011, and planning is on track for the withdrawal of the remaining U.S. forces in Iraq by that date. Decisions now have to be made regarding the U.S. security relationship after U.S. forces have withdrawn. This monograph describes and assesses alternative frameworks for the U.S.-Iraqi security relationship over the long term, after the scheduled withdraw of U.S. forces by the end of 2011.
